Benue State Governor, Samuel Ortom, today joined his colleagues from the 19 Northern States at a meeting of the forum in Kaduna.
His Borno counterpart, Kashim Shettima, presided over the meeting as chairman.
It is the first in the current democratic dispensation.
Addressing his colleagues Governor Shettima urged them to fashion out strategies to rescue the people of the North from poverty and underdevelopment.
He lamented that the section of the country crashed from its position at the top of the ladder to its bottom and appealed for urgent action to reverse the situation.
Governor Shettima expressed his determination to transform the forum from what he described as a talk shop to a transformation platform that would mobilize the people towards positive change of their situation.
